Why Measuring Outcomes Matters as Much as Taking Action
Conservation at Bwindi Impenetrable National Park is not a single decision made once. It is a continuous sequence of interventions, adjustments, and course corrections, each of which needs to be evaluated against measurable outcomes before the next step is taken. Uganda Wildlife Authority manages one of the world's most significant protected areas for mountain gorilla survival — a park that sits at the intersection of ecological pressure, agricultural encroachment, and the economic needs of some of Uganda's most densely populated rural communities. Without a structured monitoring and evaluation framework, the management of that complexity would rely on intuition rather than evidence.
During multiple visits to Bwindi and the communities surrounding it — including eight days on site in October 2024, two separate stays in January 2026, and further visits in April, May, and June 2026 — one theme emerged repeatedly in conversations with rangers, community scouts, and lodge staff: the gap between what a programme is intended to achieve and what it actually achieves is wider than it appears from the outside. Monitoring and evaluation is the systematic attempt to close that gap.
The M&E framework at Bwindi does not operate in isolation. It is embedded within Uganda's national planning architecture, aligned with national development plan indicators, and linked to the park's own General Management Plan, which set targets for the period 2014 to 2025. Understanding how this framework operates — what it tracks, who collects the data, and how results feed back into decisions — is essential for anyone who wants to understand why conservation at Bwindi takes the form it does.
The Three Pillars of the M&E Framework
The monitoring framework at Bwindi tracks three interconnected areas. The first is ecological integrity: the condition of the forest, the behaviour and population trends of key species, and the frequency of threats including poaching, illegal extraction of forest resources, and human-wildlife conflict incidents. The second is community benefit: whether revenue sharing funds reach the intended parishes, whether livelihood support programmes are functioning, and whether household income in adjacent communities is changing over time. The third is governance performance: whether management plan activities are being implemented on schedule, whether stakeholder engagement processes are running effectively, and whether complaints and grievances are being handled within defined timeframes.
These three pillars are not separate systems. They are interconnected in ways that the M&E framework is designed to capture. A rise in non-timber forest product extraction incidents — logged by rangers during patrols — may reflect a failure in the community benefit pillar: a livelihood programme that was supposed to provide income alternatives has not reached the households most likely to enter the park for resources. A decline in revenue sharing disbursements may explain a deterioration in community attitudes toward UWA, which in turn affects whether local residents report poaching activity to the authorities. Between 2020 and 2025, UWA rangers documented between 20 and 60 incidents per year of non-timber forest product extraction within Bwindi. These incidents — collection of medicinal plants, firewood, honey, and building materials from inside the park boundary — are a standard monitoring indicator for community pressure on the forest edge. The range in those figures is itself informative: years with fewer incidents tend to correspond with more active community engagement programmes and stronger livelihood support in the most vulnerable parishes. Years with higher incident rates tend to correspond with reduced programme activity or external shocks — such as the COVID-19 pandemic, which severely disrupted tourism revenue and, consequently, community benefit disbursements.
Data Collection: Rangers, Scouts, and Quarterly Reporting
Primary ecological data at Bwindi is collected through ranger patrols, which cover the park boundary and interior on a systematic schedule. Rangers record incidents, GPS-tag locations, and log species observations. This patrol data feeds into UWA's national reporting system and is reviewed at the park management level on a quarterly basis. Community conservation scouts — local residents employed by UWA to act as intermediaries between the park and surrounding villages — contribute a different layer of data: household-level observations, reports of community sentiment, and early warning signals when livelihood pressures are building in a particular area.
Community benefit data is collected through a combination of formal reporting by local government units and field visits by UWA's community conservation team. Revenue sharing disbursements are documented through the parish council system, with receipts tracked against the distribution schedule set out in the annual budget. Livelihood programme outcomes — participation rates in bee-keeping groups, craft cooperatives, community ranger schemes, and similar initiatives — are monitored by the programme coordinators and reported to the park management team for inclusion in quarterly reviews.
The quarterly reporting cycle provides a rhythm for the M&E process. Each quarter, progress against planned outputs is documented: what was supposed to happen, what actually happened, and what the gap between the two reveals about implementation constraints. Annual performance reviews bring together data from all four quarters and provide the basis for adjustments to the following year's work plan. Major evaluations — which assess whether the programme is achieving its longer-term outcomes, not just its annual outputs — are conducted less frequently, typically in alignment with management plan review cycles.

Biodiversity Monitoring and the Broader Ecological Picture
Bwindi's M&E framework extends beyond human-related incidents to encompass the ecological condition of the park itself. The mountain gorilla population is monitored through regular census activities, with a full census conducted every few years to assess population size, family group composition, and health status. Individual gorillas are tracked through the habituation programme, and daily monitoring of habituated groups provides a near-continuous stream of behavioural and health data that feeds into both research and management decisions. Beyond gorillas, the park harbours a range of species whose population status requires ongoing attention. Bwindi and the adjacent Echuya Central Forest Reserve are identified as a stronghold for at least one threatened cat species on Uganda's Red List. The plant species Rotheca violacea subsp. kigeziensis — a shrub found in the Kigezi highlands near Bwindi — is classified as Critically Endangered globally. Monitoring these species requires different methods than gorilla tracking, including camera traps, vegetation transects, and specialist botanical surveys. The connectivity corridors linking Bwindi to neighbouring forest blocks are an ongoing monitoring concern. Elephant and chimpanzee movements between Kibale and Bwindi, and between other forest patches in the Albertine Rift, have been affected by infrastructure development and agricultural expansion over recent decades. M&E activities that track species movements across the wider landscape — rather than only within park boundaries — are increasingly important as climate-related habitat shifts alter the distribution of key species. Feeding Results Back Into Management Decisions
The value of any monitoring system is determined not by the quality of its data collection, but by whether that data is actually used to change decisions. At Bwindi, the feedback mechanism operates through a layered governance structure. Park management reviews quarterly data and adjusts operational priorities: patrol density in high-incident zones, community engagement schedules in parishes where livelihood programme uptake is low, or enforcement activity in areas where ranger data indicates escalating pressure. These operational adjustments happen continuously and are documented in the quarterly reports.
Strategic adjustments — changes to programme design, budget allocation, or partnership arrangements — are made at the annual performance review level. Stakeholders including local government representatives, NGO partners, community representatives, and UWA management come together to assess whether the year's results justify continuing with existing approaches or whether a different strategy is needed. This annual review cycle is where M&E data most visibly shapes the park's direction.
One concrete example of this feedback loop is the response to human-wildlife conflict data. Crop-raiding by elephants and other large mammals is a persistent source of tension between the park and surrounding communities. UWA's approach to conflict mitigation — including the deployment of community ranger schemes, the construction of physical barriers, and compensation procedures for verified losses — is calibrated against conflict incident data collected through the M&E system. In Mgahinga Gorilla National Park, UWA maintains a 16-kilometre stone wall specifically to reduce gorilla crop-raiding, a physical intervention directly informed by decades of incident monitoring. Challenges and Gaps in the Current Framework
Monitoring and evaluation systems are only as reliable as the data collection processes that feed them. At Bwindi, several structural challenges affect the completeness and consistency of the data. Ranger patrol coverage is constrained by staff numbers relative to the size and terrain of the park; not all areas are patrolled with equal frequency, and incident data from the interior of the forest is sparser than data from the accessible boundary zones. This means that certain threats — particularly those that occur deep in the forest or that involve fast-moving activity — are systematically underrepresented in the official record.
Community benefit monitoring faces a different set of challenges. Measuring whether a livelihood programme has changed household income requires baseline data, follow-up surveys, and a degree of data quality that is difficult to maintain consistently across many parishes with limited local government capacity. In practice, the most robust data tends to be output data — how many people participated in a training, how many kilograms of honey were produced, how many craft items were sold — rather than outcome data, which would require tracking whether those activities translated into measurable income improvement. The distinction between outputs and outcomes is a persistent challenge in conservation M&E globally, and Bwindi is not an exception.
The absence of comprehensive baseline data for some indicators — particularly those related to household income, food security, and community attitudes toward the park — limits the ability to demonstrate long-term change with confidence. Strengthening baseline data collection and integrating it systematically into the management plan review process is one of the recognised development priorities for the next planning cycle. Despite these limitations, the M&E framework at Bwindi provides a substantially better basis for evidence-based management than existed two decades ago. The combination of ranger patrol data, community benefit reporting, and ecological monitoring gives management a multi-layered picture of how the park is performing and where attention is most urgently needed. As data systems improve and the feedback loops between monitoring results and management decisions become more responsive, the framework will be better placed to support the long-term conservation of one of Africa's most important forest ecosystems.
